Is a taco a sandwich?

Is a taco a sandwich? It's filling held in bread, folded like a hot dog bun. But a tortilla is flatbread, and most people would never order one at a sandwich shop. Courts have weighed in on a cousin of this question: in 2006 a Massachusetts judge ruled during a lease dispute involving Panera that a burrito is not a sandwich. Does a taco get the same treatment?
